2024 Legislative Agenda
In 2024, the legislature passed all 3 of our Climate Ready Schools bills, with the Governor passing one into law and vetoing two. Now, schools who implement schoolyard greening projects will have ADA compliance for non-project related expenditures capped at the federal standard – no more than 20% of the total project cost.
Additionally, Proposition 2, a $10B school bond, was passed by voters and includes new explicit language allowing schools to spend state bond dollars on projects that promote climate resilience, schoolyard greening, shade, and clean energy. And, schools get an additional 5% of state funding if their project goes above and beyond CALGreen Code for electrification, decarbonization, or adaptation.
Voters also passed Proposition 4, a $10B climate bond for safe drinking water, wildfire prevention, drought preparedness, and clean air. Some of these dollars will flow to schools because they are considered “critical community infrastructure” and will be eligible community facilities for the grant programs that get created from this bond.
Finally, we successfully defeated AB 3121, which would have ended the CalSHAPE program that funds HVAC upgrades in schools.
